Clarification on Treatment of Dies-Non, EOL, and Eligibility for LDCE to PA/SA Cadre (2026)

Subject: Treatment of Dies-non/EOL/Unauthorized Absence and applicability of Senior-junior clause for determining eligibility in LDCE for promotion to PA/SA Cadre for the year 2026 – regarding.

Sir/Madam,

I am directed to refer to references received from various Circles on the subject mentioned above.

The matter has been examined in consultation with the Department of Personnel & Training (DoPT).

The following is clarified in the matter for further necessary action:

i. The eligibility of each official shall be determined independently with reference to the prescribed conditions under the relevant paras of the Recruitment Rules, as on the applicable crucial date.

ii. Dies-non/unauthorized absence will not count as qualifying/regular service, unless it is regularized by the Competent Authority by passing a speaking order. For EOL, the prescribed qualifying/regular service shall be determined in accordance with the applicable leave rules and instructions. In cases of unauthorized absence, the provisions of FR 17-A shall also be examined, as applicable.

iii. Senior-junior clause is not applicable for the aforesaid LDCE.

This has the approval of the Competent Authority.
