Sub: Request for enhancement of Bonus calculation ceiling from Rs.7,000 to Rs.21,000 and early issue of Productivity Linked Bonus (PLB) orders for the financial year 2025-26 – reg.

Respected Sir,

The Federation wishes to invite your kind attention to the long-pending and important issue concerning the enhancement of the wage/calculation ceiling for payment of Bonus/Productivity Linked Bonus (PLB) to Postal employees, which presently continues at Rs.7,000 per month.

The existing ceiling of Rs.7,000 has remained unchanged for a considerable period. During the intervening years, there has been a substantial increase in the cost of living and prices of essential commodities, household requirements, education, healthcare and other day-to-day necessities. Consequently, the existing ceiling has lost much of its relevance in the present economic circumstances.

In this connection, the Federation understands that the Staff Side of the National Council (JCM) has also been pursuing the demand for enhancement of the Bonus ceiling from Rs.7,000 to Rs.21,000 with the Government. The National Council (Staff Side), JCM has recently taken up various outstanding issues of Central Government employees with the Secretary, DoP&T in its meeting held on 03.09.2026, demonstrating the continuing need for resolution of important pending service matters through consultation with the Staff Side.

FNPO fully supports the demand for enhancement of the Bonus calculation ceiling from Rs.7,000 to Rs.21,000. Considering the increase in wages and the steep rise in the cost of living since fixation of the present ceiling, the Federation feels that continuation of the ceiling at 7,000 requires urgent reconsideration.

The Federation, therefore, requests the Department of Posts to take up the matter on priority with the Department of Expenditure, Ministry of Finance and the Department of Personnel & Training, wherever necessary, for enhancement of the Bonus/PLB calculation ceiling from Rs.7,000 to Rs.21,000, so that Postal employees may receive a more meaningful benefit commensurate with the present economic conditions.

The Federation would also like to invite your kind attention to the Productivity Linked Bonus (PLB) for Postal employees for the financial year 2025-26. The festival season is approaching and Durga Puja/Dussehra is of great significance to employees and their families throughout the country. Payment of PLB before the commencement of the major festival season would provide much-needed financial assistance to employees in meeting additional family and festival expenditure.

It has been the experience during the recent years that the PLB orders could not be issued sufficiently before Durga Puja, thereby diminishing the very purpose and utility of festival-time payment. The Federation, therefore, requests that the necessary administrative and financial formalities may kindly be initiated well in advance this year, instead of waiting until the commencement of the festival season.

In view of the above, FNPO earnestly requests the Hon’ble Secretary (Posts) to kindly intervene and take immediate action on the following two issues:

a) Take up the matter with the Ministry of Finance/DoP&T for enhancement of the Bonus/PLB calculation ceiling from the existing Rs.7,000 to Rs.21,000; and

b) Initiate necessary action for sanction and release of Productivity Linked Bonus (PLB) for the financial year 2025-26 sufficiently in advance of Durga Puja/Dussehra, enabling Postal employees to receive the amount before the festival.

The Federation sincerely hopes that these genuine demands concerning a large number of Postal employees will receive your sympathetic and favourable consideration.

An early action and a reasoned reply to the Federation will be highly appreciated.
