Respected Madam,

1. The Federation wishes to invite your kind attention to the clarification issued regarding admissibility of TA/DA to Enumerators/Quality Checkers engaged in physical verification of PMEGP (KVIC) units.
2. As per the clarification dated 19.05.2026, the existing SOP/MOU provides for payment of incentive on verification basis, subject to successful completion and quality check of the verification work, and no additional payment in the form of TA/DA is admissible under the existing guidelines.
3. In this connection, it is pertinent to mention that the incentive rate per unit verified was enhanced from Rs. 2,304 to Rs. 2,750 vide Directorate letter dated 29.11.2024. Further, while notifying the incentive structure, the Directorate itself recognised the significant time and effort required from field staff for carrying out these verifications. Therefore, the incentive is intended to compensate and motivate the officials for the additional effort involved in verification work and should be considered separately from the TA/DA otherwise admissible for official journeys.
4. In actual field conditions, Enumerators are facing several practical difficulties. Verification of a PMEGP unit is often not completed in a single visit. In several cases, banks do not issue the required verification form on the first visit, compelling the Enumerator to visit the bank repeatedly, sometimes even more than five times. Even after nearly two years of implementation, some bank officials are reportedly not fully aware of the Department's role in physical verification of PMEGP units under the MOU with KVIC.

There are also difficulties relating to incorrect or incomplete locations of banks, banks situated outside the jurisdiction of the concerned Enumerator, discrepancies between addresses furnished by KVIC and locations shown in the application, incorrect mapping of units, non-response from beneficiaries and technical difficulties such as non-generation of OTP even after completion of verification. In such situations, the Enumerator may have to repeat the visit and verification process.
6. Further, some PMEGP units are situated 30 to 50 kilometres away from the headquarters of the Enumerator, often in villages where adequate public transport facilities are not available. At the same time, the verification work has to be completed within the time frame prescribed by the Divisions/Regions. These circumstances require considerable travelling, additional expenditure, time and effort on the part of the field officials.
7. In view of these practical difficulties, the clarification dated 19.05.2026 requires reconsideration. The incentive offered for successful verification is intended as additional motivation for the work and effort involved, whereas TA/DA relates to expenditure incurred in connection with authorised official journeys. Denial of eligible TA/DA may result in officials having to bear travelling expenditure from their own resources while carrying out departmental work.
8. FNPO, therefore, earnestly requests the Hon’ble Secretary (Posts) to kindly review the clarification issued dated 19.05.2026 and consider withdrawing/modifying the same so as to allow the prescribed incentive as additional motivation to all Enumerators along with eligible TA/DA, particularly when PMEGP physical verification is clubbed with other authorised official activities.
9. The Federation requests that the genuine field-level difficulties and the additional time and effort involved in physical verification of PMEGP units may kindly be considered and appropriate instructions issued at the earliest.
10. An early favourable action and a reasoned reply to the Federation will be highly appreciated.
