Office Memorandum

Subject: Business hours to conduct Aadhaar enrolment and update transactions - reg.

In supersession of the OM issued in F.no. HQ-16024/3/2020-EU-I-HQ dated 27.5.2021 regarding corrective action against operators/machines carrying out enrolment during odd hours, a revised OM is being issued herewith.

2. Business Hours Prescribed

• Enrolment & Update Centers: 0900 hrs to 1900 hrs
• Camp Mode Operations: 0700 hrs to 2100 hrs

3. Compliance

• Regional Offices must ensure strict compliance by Registrars and Enrolment Agencies (EAs).

4. Technical Measures

UC (Universal Client):

• Display message on client about business hours.
• SID creation barred outside business hours.
• SID generated before end of business hours may be submitted, but no new SID post hours.

ECMP (Enrolment Client Multi-Platform):

• Display message on client about business hours.
• Packets with EID timestamp outside business hours rejected.
• Resident informed via SMS with rejection code.
• Registrar/EA and Operator notified weekly about rejections; corrective action required.
• Regional Offices to review compliance.

5. Approval

• This issues with the approval of the competent authority.
