FNPO Request for Online Portals for DPCs and Rotational Transfers

The Federation of National Postal Organisations (FNPO), through its Secretary General Sivaji Vasireddy, submitted a representation dated 21 August 2026 to the Secretary (Posts), Department of Posts, urging the introduction of online portals for two key administrative processes — Rotational/Request Transfers and Departmental Promotion Committees (DPCs)/MACP financial upgradations.

1. Rotational Transfers and Request Transfers

• FNPO highlighted frequent issues of arbitrary and non-transparent transfer orders, often ignoring seniority and departmental guidelines.
• It noted that such practices lead to employee hardship, favouritism, and corruption, forcing staff to seek redress from higher authorities.

The Federation proposed an Online Portal for transfers that would:

• Display seniority, vacancy positions, tenure details, and station choices.
• Ensure transparency, fairness, and accountability similar to systems used in other government departments.

2. DPCs and MACP Financial Upgradations

• FNPO observed delays in conducting DPCs for promotions (LSG, HSG-II, HSG-I) and MACP upgradations, sometimes only once a year.

It proposed an Online DPC Portal to streamline and automate the process, suggesting:

• Integration of Divisional/Circle Gradation Lists in the Employee Self-Service Portal.
• Facility for employees to raise grievances on seniority discrepancies.
• Automatic identification of promotion/MACP eligibility through APT 2.0.
• Online updating of vigilance clearance and service particulars.
• Digital publication of approved DPC lists and options for employees to accept or decline promotions within a time limit.
• Immediate consideration of vacancies arising from declinations for subsequent DPCs.

3. Expected Outcomes

• Conducting DPCs quarterly would reduce delays and improve promotion timelines.
• Online systems would enhance transparency, reduce grievances and litigation, and minimize administrative workload at all levels.

FNPO requested the Department to examine and implement these proposals promptly, emphasizing that they would serve the larger interests of employee welfare, transparency, and administrative efficiency.
