India Post revises Mail Overseer eligibility – cooling off removed, 3‑year rotation mandated

No Cooling-Off period for Mail Overseers

📌 Introduction

The Ministry of Communications, Department of Posts (SPN‑I Section), issued an official order dated 28 February 2025 regarding the revised eligibility criteria for Mail Overseers. This communication was addressed to all Chief Postmasters General and signed digitally by Vangara Prasad, Assistant Director General (SPN).

The circular builds upon an earlier order dated 10 September 2024, which had introduced revised eligibility criteria for Mail Overseers. The new order modifies one key provision while keeping the rest of the instructions unchanged.

🔑 Key Points

  1. Reference to Previous Order
    • The earlier order (10.09.2024) had prescribed a mandatory cooling‑off period of one year for Mail Overseers.
  2. Dispensation of Cooling‑Off Period
    • The new order removes the requirement of the one‑year cooling‑off period.
    • This means Mail Overseers can be considered for postings without waiting for the cooling‑off duration.
  3. Compulsory Rotation
    • Mail Overseers must now be compulsorily rotated among Units/Sub‑Divisions within a Division.
    • This rotation is to occur after completion of a 3‑year tenure.
  4. Other Provisions Unchanged
    • All other instructions and provisions mentioned in the earlier order dated 10.09.2024 remain unchanged and valid.
  5. Approval
  • The order has been issued with the approval of the Competent Authority.

✅ Conclusion

This revised directive simplifies the eligibility process for Mail Overseers by removing the cooling‑off period while ensuring regular rotation after three years to maintain efficiency and transparency. The continuity of other provisions ensures consistency with the earlier framework, while the modification provides greater flexibility in managing Mail Overseer postings across divisions.
